This superstition seems to be a useful warning along the lines of 'don't walk under a ladder'. But in some traditions a staircase or a ladder represents a passage to the spirit world where it is dangerous to trespass.
On the other hand, stumbling on a staircase is said to be an omen of good luck, so if you meet someone on the stairs your best bet may be to fall over.
